Indian Translators Association is a society registered under Societies Registration Act (XXI) of 1860. It is a non – profit making body being promoted by 17 founder members who have jointly put in their efforts, money, time, staff, infrastructure and other necessary resources to promote a social cause for the betterment of Indian Translation community.

The Association shall work towards promotion of Translation, Interpretation, Language Teaching and Localization activities in India and abroad by creating a strong network and a vibrant common platform of individuals, agencies, companies and institutions by encouraging and supporting individuals and groups working in this direction and taking all the steps that may be required for the necessary legal compliance to facilitate and create environment to achieve the same.

Indian Translators Association (ITAINDIA) seeks to unite the wide-spread translators and interpreters community of India to a common platform where one can address common issues for betterment of the industry and has the potential to bring literary, cultural and commercial benefits to the individual translators and interpreters as well as nascent Indian Translation Industry in general.

ITAINDIA also aims at becoming the voice of Translators and Interpreters of India by increasing its membership base, upgrading knowledge and capabilities of its members, creating quality control awareness, following the code of professional conduct and constantly acting as an interface between government bodies and all possible corners of Indian Translation Industry.

It also intends to take the Indian Translation Industry to the world forums by becoming associated with global translation organisations, including International Federation of Translators (FIT) and seeks to get recognition from UNESCO and various international bodies. Many positive steps have already been taken in this direction and one can expect the outcome of these endeavours in the near future.

ITAINDIA has large plans to organize support events for conferences, round table discussions, seminars, symposia wherein the leading translators, interpreters, terminologists, theoreticians, educators and other language experts can participate and voice their concerns and initiate possible improvements in the promotion of languages.

Two-way communication is one of the foremost benefits of ITAINDIA membership. Member organizations are encouraged to contribute their calendars of events, news notices, relevant articles, research results, etc. to ITAINDIA publications, which all members receive.

Code of Professional Conduct

INDIAN TRANSLATORS ASSOCIATION encourages service providers as well as service takers to follow a Code of Professional Conduct and Business Practices.

For Service Providers

As a Translator/Interpreter or representative of my company, as bridge for ideas from one language to another and one culture to another, I commit myself to the highest standards of performance, ethical behavior, and business practices.

I will endeavor to translate or interpret the original message faithfully, to satisfy the needs of the end user(s). I acknowledge that this level of excellence requires:

Mastery of the target language equivalent to that of an educated native speaker,

Up-to-date knowledge of the subject material and its terminology in both languages,

Access to information resources and reference materials, and knowledge of the tools of my profession,

Continuing efforts to improve, broaden, and deepen my skills and knowledge.

I will be truthful about my qualifications and will not accept any assignment/s for which I am not fully equipped to handle.

I will safeguard the interests of my clients as my own and divulge no confidential information.

I will notify my clients of any unresolved difficulties. If we cannot resolve a dispute, we will seek arbitration.

I will use a client as a reference only if I am prepared to name a person to attest to the quality of my work.

I will respect and refrain from interfering with or supplanting any business relationship between my client and my client’s client.

For Employer or Contractor

As an employer or contractor of translators and/or interpreters, I will uphold the above standards in my business. I further commit myself to the following practices with translators and interpreters:

I will put my contractual relationship with translators and interpreters in writing and state my expectations prior to work.

I will adhere to the agreed terms, payment schedules, and agreed charges, and will not capriciously change job descriptions after work has begun.

I will deal directly with the translator or interpreter about any dispute. If we cannot resolve a dispute, we will seek arbitration.

I will not require translators or interpreters to do unpaid work for the prospect of a paid assignment.
I will not use translators’ or interpreters’ credentials in bidding or promoting my business without their consent or without the bona fide intention to use their services.

For translations for publication or performance over which I have direct control, I will give the translators the recognition traditionally given to the authors.

Use of ITAINDIA logo

Members will receive an excellent designed logo of the Indian Translators Association, which may be used by them in their letterheads or their websites or CVs to promote their business interest keeping into account the reputation as well as the interest of the Association.

The ITAINDIA website

ITAINDIA plans to launch an excellent interactive website at http://www.itaindia.org, in the near future which shall contain a wealth of information provided by its members. In addition, ITAINDIA shall host specific pages for each member of the association that shall include their brief profile, contact details and relevant information. This would further facilitate contact between Internet users and ITAINDIA members, regional centres, committees, officers, other key volunteers, etc. The website shall also offer a wide variety of relevant links to the websites of other national and international organizations.

Regional centres

In due course of time, ITAINDIA plans to develop regional centres in major cities of India that shall address challenges and issues of common interest within their own regions.

For the financial year starting April 1, 2007 till March 30, 2008, annual membership is open to all individuals, translators, agencies, corporate and institutions who shall be interested in promoting its aims and objectives.

The future of ITAINDIA

ITAINDIA is exactly what its members make it. Members have the opportunity, at events and over the Internet, to establish strong and lasting links with other fellow members and organizations.

ITAINDIA shall deal with issues that affect the lives of translators, interpreters and theoreticians, and the Association strives constantly to create an environment conducive to encouraging the next generation to enter the profession, and last but not the least by equipping them with a network of supportive colleagues and friends.

ITAINDIA also encourages members who are digitally deprived but play a significant role in bridging the language barrier staying at remote corners of India being included as translators – interpreters with a view to facilitate them to exhibit their talents.

Support and Challenges to Indian Translators Association

Now after the Indian Translators Association has been created, we are facing another waves of resistance, criticism and speculations from all corners.

The resistance, criticism and speculations and support from all corners can be summed up as follows -

Support from students

We have received unconditional support from students. Probably they need a body to start their professional career by taking part in seminars, training programs, translators meet etc. that are activities beyond course curriculum.

Resistance from a few misguided Translators

They say ITA allows agencies to be its members. Agencies are exploiters. I do not agree to this argument – Domestic Market of India has its own limitations. One can not expect Indian agencies to pay to the tune of US price. Moreover, rate between translators and agencies are private matters which is mutually decided between 2 parties, but beyond rate and business Indian Translators Association has lots many more things to do. For the interest of larger mass , for the time being can we forget this price issue and try and understand that a coin has 2 sides – one side is for translators and another for agencies.

Many of the established translators have commented, they do not need an association. This is true, I agree – They need portals – many are so much portal oriented that they prefer to be slave of these portals by being associated with these portals as their localization volunteers for translating their web contents into local languages – and prefer to be promoted by them as featured translators or so called moderators of forums. I am sorry if I appear to be straightforward and rude. For quite a few this slavery is so much intense that announcement of formation of ITA at such portals becomes disturbing, as this announcements confronts with their identity on such and such portals. Leave aside cooperation – they attack promoters of ITA with personal remarks, professional remarks, abuse and so on…., publicly on International forums. Their greed has increased so much that with their foreign counterpart they join hands in criticizing Indian Translators for being cheap labour!, and at the same time they continue working on cheaper price than international rates. Again I am sorry if my thoughts appear to be straightforward and rude.

I have no objections to any rate – as it is decision between 2 parties – If you agree to work on a price – you go ahead, if you do not agree as you feel it is lower, it may be possible that another translator agrees on the same price that you refused saying it was a lower price, but for this new individual – it may be possible that it was a good price. But refusing a work by saying that it was a lower price does not allow you to curse your fellow translator for being cheap labour. You can do that as well, but only when you ensure that next day you will provide him/ her bread if he / she fails to have a project.

So ITA has more aims and objectives that are beyond rates.


Support from agencies

Many leading agencies have supported the formation of ITA, as they have more practical approach towards growth of Translation Industry, many of them are worst suffers on account of un - professionalism they have been confronting from so called established translators. They charge more and create more fuss, and deliver less. This statement may not be taken as judgment, rather a typical situation. Many times agencies play worst role, they take services and never pay ! I agree on economic front there are conflicting interests, but ITA has vision beyond price and payment issues.

Support from corporate bodies and Institutions

No corporate body or institution shall be part of ITA unless ITA has proved its value by bringing balance of interests and adding value to human skills.

All above challenges are domestic and internal – it is a human nature – attack, counter – attacks, deliberations and speculations will go on. But the most important and interesting challenges are from International fronts

Challenges from leading Portals

Many of the leading portals have developed strong foothold in India. It is true they have given good opportunities to many of us to get in touch with domestic as well as International agencies that have resulted in increase in our income. Please always note most of these portals are being operated from the foreign land and they follow their own rule. If you go through their forums and postings you will realize that majority of the translators fear Indian talents and cost- effectiveness they offer. This results in creating a fear that if Indian translators get united and a forceful forum is created, focus will shift to hiring organized Indian talents.

Competition from International agencies

This is true that majority of Indian translators still follow the translation approach of translation – many times translations are done handwritten, followed by typing, re-checking – and final delivery; this translation approach has its own importance, but it results in delivery delay and lack of quality control, making the whole affair vulnerable to stiff competition.

On the other hand, International agencies are sophisticated, they make use of trained translators who are well versed with computer applications and CAT tools (Computer Aided Translation Tools). Unless Indian translators and Indian Translation agencies equally upgrade themselves with this modern translation approach, they will continue to suffer in front of a selected privileged few.

Challenges from Individual stereotype translators

There are a few translators who feel they do not need an association at all, and talk of individual personal interest as a translator. They even say, “ We have been doing well without an association”, they do not need it. I agree that when we talk to self interest, an association may not provide them job or assignments, nor Indian Translators Association has been created to work as job portals or mega agency. It has certain social goals, and it will stick to it. Even if we are doing good business, we must also take steps to contribute towards professional growth of our fellow translators – specially those who are deprived. Imagine, what about those who never worked on computers, and they are still fit to be called “translators” !


Challenges from racist attitude

Recently I saw a posting at a leading portal where Indian Translators were declared being most unprofessional and unreliable ! Thanks to the racist attitude that many of the leading writers of such portal propagate it, and so called our established translators continue to provide unconditional and active support to these thought process. I am sure if they had been united, no one had dared to say anything against Indian Translators. I agree there could be a few who are dishonest to their profession, but majority are honest, and all of them deserve honor of being called professional translators of India.

Making of Indian Translators Association - A dream come true

When I was a language student in Jawaharlal Nehru University, New Delhi (1993 onwards) I started putting efforts to unite language professionals to create a forceful forum of Indian Translators. The practical story started in January, 2003 when I started a language professionals club visit below mentioned link for more details.
During that phase of time as a freelancer and student (only direct clients) I approached many well known translators (Known for quality work, high price and quick delivery), they were very indifferent to this idea of creating a platform - they justified - since independence India has produced thousands of high profile translators, but no association has been created - dare not to do that or else - you shall be blamed for this noble cause? Many be people will say - You are doing for your own personal benefit? May be people will say you are undemocratic? May be people will say you are just a student? How come a student talk of heading Indian Translators Association when thousands of them are fit to be your teacher?
I kept on wondering ! on above thoughts, suggestions, warning etc. At one point of time I was forced to think , India may not have Indian Translators Association at all. At that phase of time, I was forced to analyze the main reasons behind failure of Indian Translators to create one association, they can be summed up as;
1. Translation activities have been treated as very personal and private affair of individual language professionals. Many times even best friends do not share information between themselves about their translation projects!
2. Translators suffer from identity crisis - Let us say, an Indian language professional refers to himself as a translator in a gathering of friends or acquaintances who otherwise have no other association with the translation industry. The response the professional's statement would commonly receive would simply be, "Okay, this is what you do. But what is your profession?" This underlines a very simple fact that the translation industry generally has very little professional recognition in the perception of the masses. This does affect the credibility and the position of a professional translation in the eyes of his peers in society. This is what we translators refer to as an Identity Crisis. 3. Ego clashes - identity crisis makes an individual more sensitive to issues that have been making him suffer, any new initiative is taken with suspicion - once the suspicion comes - questions are asked, many times resulting in absurd questions offending egos.
4. If at all logic prevails - the established translators start fearing loosing their business which they have established since years making personal efforts - but very privately. Under no circumstances they want to come to a platform and discuss relations or issues related to their clients. But this thought is not expressed directly (part of identity crisis), rather it is expressed in terms of pin-pointing personal or professional or organizational weaknesses of the individual who has taken initiative. ! Come on, no one is perfect!, and you can expect perfection from others only when you prove that you are part of his initiatives ! Or else ego clashes again - part of another identity crisis. But established translators or critics fail to come forward and initiatives are weakened.
In due course of time, when I gained more experience fit to be called as established translator - I again approached many established translators to create a platform. This time students were more enthusiastic and supportive, but established translators starting seeing me not as a student rather a competitor! So this time it was neither ego, nor identity crisis rather competition - a direct clash of business interest. However, a few of them gave encouragement that could not motivate me much. It is also interesting to note that agencies wanted me to help and cooperated a lot. This was a good sign. Time passed by, I gained more experience to become Visiting Professor and language and culture trainer (I am happy that till date I have trained more than 400 business executives and MBA students of top 10 MBA institutes of India - I am sorry if I appear to be boasting of myself). It was the same time when I re-launched my own agency (www.modlingua.com) Allied Modlingua for bigger projects, and attract clients from abroad. I am happy that we have also diversified into CAT tools business by being exclusive distributor of CAT tool in India called Heartsome (more details available at http://www.heartsome.net/ ) a well known CAT tool maker from Singapore.
My dream of ITA formation was still alive. But I always wanted to avoid criticism and leg pulling. Probably, many of like minded individuals, agencies and corporate were watching my activities. On one historical day like minded group of individuals coming from various corners of India decided to gather at one place to create a forum called Translators Initiative (http://www.translatorsinitiative.org/)and gave me responsibility of being its Convenor. For this I extend special thanks to Patron of ITA Dr. S.K Ray and Vice- President of ITA Mr. C.M Rawal and all other founder members. The main aim of this forum was to stimulate language professionals, translators and agencies to join hands to create Indian Translators Association. With efforts of this forum a mega Indian Translators Meet was organized in September,2005.
Translators Initiative had set three specific objectives. One was to create awareness about Translators Initiative and its aims and objectives. Second was to stimulate language professionals to come together to be a part of the planning behind the proposed Indian Translators Association. The third objective was to identify leaders and volunteers who would join hands in the formation of the Association for future activities.
After the Indian Translators Meet 2005 was over, a draft proposal for formation of Indian Translators Association was put in circulation to receive comments and suggestions from various corners of India so as to incorporate the best feasible options in the constitution and bylaws of the ITA. After having given ample time, quite a few sessions were called for deliberations and discussions in which a large number of translators and scholars participated and reached at fruitful conclusions. Finally, 17 founder members volunteered with their resources and time to be part of Indian Translators Association, which received formal approval from competent government authorities of India as well as registration certificate from registrar of societies, dated December 19, 2006.
A discussion group has also been started at http://groups.google.com/group/itaindia to stimulate discussions and keep constant touch with members of Indian Translation Industry.

Language and Translation Industry of India: A historical Perspective

This blog finds its great contribution in content as well as data from a research done by B. Mallikarjun, Ph.D, Central Institute of Indian Languages, Maysore, India. In addition I have also used data from Common Sense Advisory, Inc., Nasscom, and Microsoft India. The information as well as data may not be taken as final in itself, rather they are just indicative to support few of my personal views and analysis that I intend to present to depict overall picture of Indian Translation Industry.
INDIAN MULTLINGUALISM
Modern India, as per the 1961 count, has more than 1652 mother tongues, genetically belonging to five different language families. Apart from them 527 mother tongues were considered unclassifiable at that time. The 1991 Census had 10,400 raw returns and they were rationalized into 1576 mother tongues. They are further rationalized into 216 mother tongues, and grouped under 114 languages: Austro-Asiatic (14 languages, with a total population of 1.13%), Dravidian (17 languages, with a total population of 22.53%), Indo-European (Indo-Aryan, 19 languages, with a total population of 75.28%, and Germanic, 1 language, with a total population of 0.02%), Semito-Harmitic (1 language, with a total population of 0.01%), and Tibeto-Burman (62 languages with a total population of 0.97%). It may be noted that mother tongues having a population of less than 10000 on all India basis or not possible to identify on the basis of available linguistic information have gone under 'others'. So, good number of "languages" recorded in the Indian Census could not be classified as to their genetic relation, and so are treated as Unclassified Languages. The Indo-Aryan languages are spoken by the maximum number of speakers, followed in the descending order by the Dravidian, Austro-Asiatic, and Sino-Tibetan (Tibeto-Burman) languages. Eighteen Indian languages, namely, Assamese, Bengali, Gujarati, Hindi, Kashmiri, Kannada, Konkani, Malayalam, Manipuri, Marathi, Nepali, Oriya, Punjabi, Sanskrit, Sindhi, Tamil, Telugu, and Urdu are spoken by 96.29% of the population of the country and the remaining 3.71% of the population speak rest of the languages. Not only India as a whole is multilingual but also each State and Union Territory within India is equally multilingual. Linguistically India is made of many mini-Indias. The number of multilingual population is also remarkable. They constitute 19.44% of the total population in India. The traditionally strong constituent of multilingual groups is further strengthened in modern times from one decade to another, as mobility within the country as well as the introduction of formal education in all parts of the country that insists on learning at least two languages until the end of high or higher secondary education. Although Kerala appears to be the most cohesive linguistic state with a single language, Malayalam, claiming the mother tongue status for nearly 96 percent of its population, bilingualism among this mother tongue group is equally good.
A CENTURY OF RECORDED BILINGUALISM
For more than one hundred years, the Census of India reports have been taking notice of the bilingual situation in India. Bilingualism is often taken as a given fact. Bilingualism is also used as a denominator of the movement of various populations from one region or province to another. Bilingualism figures are often used to make political claims and seek privileges in administration, education, mass communication, and other departments of public life in general. Educational policies of the states are guided by these figures. However, the quality of bilingualism or the level of bilingualism often remains unspecified in linguistic terms in these claims. The way the details of bilingualism and tri-lingualism are arrived at, in surveys such as the Census enumerations, is also noteworthy. In the Census, names of two other languages known to the respondents in the order of proficiency are recorded. Here, the names of languages, other than the one recorded as the mother tongue, is elicited by asking the respondent about the other languages known to him or her. These may be Indian or foreign languages. If the respondent knows only one language, the name of that particular language only is recorded. If the respondent has knowledge of more than one language, the names of two languages in the order of proficiency, self-assessed by the respondent, are recorded. These two languages are recorded one after the other. Between these two languages, that language in which the respondent can, according to his claim, comprehend, speak and communicate is recorded first, and the other language as the second item. The individual need not know reading and writing in these languages. It is enough if he speaks and communicates in these two languages. However, the number of languages thus recorded will not exceed two. Naturally evolved bilingualism coupled with bilingualism evolving through schooling has become a big language resource, and it is exploited mainly by the mass media for enhancing its reach across the population. What is needed is a more in depth linguistic study of bilingualism as a linguistic idea. While figures are very important, qualitative features of bilingualism as a linguistic idea yet to be studied. The number of bilinguals is on the increase from Census to Census. Their national average is: 1961- 9.70; 1971- 13.04%; 1981- 13.34%; 1991- 19.44%. Some of the important results of the multilingual picture of India emerging from the 1991 Census is that in case of major languages, 18.72% are bilinguals and 7.22% are trilinguals and the bilinguals among minor languages are 38.14% and the trilinguals are 8.28%. Significantly among major language speakers, spread of bilingualism in English is more(than in Hindi) - 8% as second language, 3.15% as third language where as the same in Hindi is 6.15% and 2.16%.
LANGUAGE POLICY
The Language Policy of India relating to the use of languages in administration, education, judiciary, legislature, mass communication, etc., is pluralistic in its scope. It is both language-development oriented and language-survival oriented. The policy is intended to encourage the citizens to use their mother tongue in certain delineated levels and domains through some gradual processes, but the stated goal of the policy is to help all languages to develop into fit vehicles of communication at their designated areas of use, irrespective of their nature or status like major, minor, or tribal languages. The policy is accommodative and ever-evolving, through mutual adjustment, consensus, and judicial processes. The accommodative spirit may be dim at times, and the decisions vacillating and fidgety, but this spirit was continuously prevalent from the early days of the struggle for independence from the British rule. This was seen as a necessity in nation-building. Political awareness or consciousness relating to the maintenance of native languages has been very high, both among the political leadership and among the ordinary people who speak these languages. The language policy of the country is elucidated in its Constitution, implemented through various executive orders that have been issued from time to time and the judicial pronouncements since 1950. These have directed the way the languages are used in various domains.
LANGUAGE CLUSTERING
The Constitution of India listed fourteen languages Assamese, Bengali, Gujarati, Hindi, Kannada, Kashmiri, Malayalam, Marathi, Oriya, Punjabi, Sanskrit, Tamil, Telugu, and Urdu, into its Eighth Schedule in 1950. Since then, this has been expanded thrice, once to include Sindhi, another time to include Konkani, Manipuri and Nepali, just this month the third time to include Bodo, Santhali, Maithili and Dogri. The 100th Constitution Amendment which added four more languages - Bodo, Maithili, Santhali and Dogri into the Eighth Schedule was supported by all the 338 members present in the Parliament. It has been stated that the claims of 33 more languages for inclusion are under consideration. This list is open-ended and has become a tool to bargain and gain benefits for the languages. Once a language gets into this club, its nomenclature itself will change, status will change, and it will be called Modern Indian Language (MIL), Scheduled Language (SL), etc. This Schedule has emerged as the most important language policy statement. It clusters thousands of written and unwritten languages and dialects into two broad categories of Scheduled and Non-Scheduled languages. Though historically, it is not possible to find any rationale to cluster the Indian languages into these categories, the languages of the Eighth Schedule are not normally treated on par with Non-Scheduled languages(Mallikarjun 1986). The languages of the Schedule have preferential treatment, and the languages listed in this schedule are considered first for any and almost every language development activity, and are bestowed with all facilities including facilities to absorb language technology initiatives of the government. It is needless to mention that the Technology Development in Indian Languages (TDIL) did not, and under present circumstances would not percolate beyond these languages. The second kind of clustering is at the level of mother tongues into "languages." Though 114 languages are arrived at by the Census Office, many of these languages are not independent and individual entities as such. Within these, there are many mother tongues/languages/dialects. The group of "languages" is formed by clustering of the populations of many mother tongues under an umbrella called "language." For example, Hindi is a cluster of more than 45 mother tongues, which include Awadhi, Banjari, Bhojpuri, Braj Bhasha, Bundelkhandi, Chambeali, Chattisgarhi, Garhwali, Haryanvi, Kangri, Kulvi, Labani, Magahi, Maithili, Marwari, Mewari, Pahari, Rajasthani, Sadri, Sugali, etc. The varieties of Hindis combined to form the Hindi of post-independence era helped in the unification of the Hindi-speaking population for demographic purposes (statistical majority), and not for the development of communicative pan-Indian Hindi as envisaged by the framers of the Constitution. Due to the expansion of media network in the past decade, pan-Indian Hindi is developing mainly through the audio-visual mass media. The Hindi thus developed has a greater impact on non-Hindi speaking states. This could lead to a position where pan-Indian Hindi assumes some of the functions of non-Hindi major Indian languages. A secondary globalization process, thus, may help Hindi, and may not help the other major Indian languages (Mallikarjun 2003).
MASS COMMUNICATION
Print Media: Here, people's choice of languages in which they wish to read the news and related information directs the language policy to be adopted. There is no bar on starting newspapers in any language or dialect in the country since the private sector mainly rules this domain. Also, there is no bar on any language to be written in any script in India. The print media in India got initiated in 1780. Since then it has grown enormously. Also, their growth is steady over the years. According to the 2002 Survey, newspapers and periodicals are published in 101 languages and dialects. It may be seen that foreign languages are also part of this list. However, Hindi tops the ranking of the languages, according to the number of newspapers being published in any language: Hindi (2507), Urdu (534), English (407), Marathi (395), Tamil (395), Kannada (364), Malayalam (225), Telugu (180), Gujarati (159), Punjabi (107), and Bengali (103). In terms of readership in languages in various languages the Survey 2003 provides us with some very interesting figures. According to the same study, in terms of all-India readership (urban + rural), the top ten magazines are (figures in millions): Saras Salil (Hindi): 9.38; India Today (Hindi): 5.9; Vanitha (Malayalam) : 5.51; Grihashobha (Hindi) : 5.41 ; Malayala Manorama(Malayalam): 5.40; Meri saheli(Hindi.): 4.26; India Today(English): 3.95; Balarama(Malayalam) : 3.57; Mangalam(Malayalam): 3.51 The National Readership Survey 2002 conducted by the National Readership Studies Council (NRSC) says that there is sharp growth in the sales of English newspapers in towns with populations ranging from one lakh to five lakhs, whereas growth in Hindi and regional language newspapers is from the towns with populations below five lakhs. English is becoming more popular in the rural areas due to the growth and development of reading skill in English through school. English, thus, is establishing a solid mass base for itself in the rural areas. The language policy of India in status, corpus and acquisition planning, as we said earlier, protects and preserves plurality in all domains of language use in spite of presence of languages with 'power'. Though the UNESCO reports that "... about half of the approximately 6000 languages spoken in the world are under threat, seriously endangered or dying," it does appreciate that "India has maintained its extensive and well-catalogued linguistic diversity, thanks to its government policies." DIGITAL DIVIDE Apart from the linguistic divide, India faces many other divides revolving around ethnicity, religion, region, social identity, rural/urban, literate/illiterate, etc. Majority of her population live in the rural areas. In 2001 urbanites constituted 27.24% whereas the rural population was 72.24%. The rate of literacy for the entire country in 2001 was 65.2 %, with the highest literacy in Kerala above 90%, lowest literacy in Bihar less than 50%, rural literacy at 59%, urban at 80%, males at 76%, and females at 54%. We may learn few lessons when we study as to how India tried to bridge these divides. India approached the rural/urban divide issue through rapid urbanization and creation of near equal infrastructure in the rural areas. Similarly, the literate/illiterate divide was approached through the movements for mass adult literacy, combined with education for all through schooling. The religious divide was sought to be bridged by declaring the nation secular, and by providing Constitutional protection to religious minorities, thereby to a large extent religious harmony was maintained except for some rare aberrations. In all the Indian languages, however, a different kind of digital divide is also developing. On the one hand, the level of literacy in the mother tongue/regional language is on the increase because of the accelerated effort from the non-formal and informal sectors, and, on the other hand, in the formal sector of education, literacy in mother tongue is losing value in the context of demand for English and computer literacy (Mallikarjun 2003).
INFORMATION TECHNOLOGY
Enter IT revolution, we see the emergence of an information society, scattered and loosely connected, and created by the rapid surge in the information and communication technologies. But the slow pace with which the Indian society is trying to absorb these technologies through its organs such as language has added one more divide to the many already existing - the "digital divide" resulting in the disparity in access to information and to the means of communication in Modern India in the 21st Century. Computer penetration in India is estimated to be 7.5 per 1000 people but at the same time the internet is able to reach only about one percent of the total population of the country. Internet subscription - in India actually is only by the 0.4 percentage of the population according to the 2003 report of the TRAI. The Indian languages in which the internet search engine Google can search is - Bengali, Hindi, Marathi, Tamil and Telugu. Persistent and intense maintenance of the digital divide may result in more retrograde and disastrous steps than all other divides put together, because a new generation of people with same color and blood (to play with the phrase introduced by Lord Macaulay in his Minute in 1834) but with no commitment to the locals will homogenize everything resulting in the loss of age-old pluralism that endangered freedom. So, since what people want in the digital world is not available in their languages, both the government and the people are fast moving towards introducing English at the earliest level in education. The language vitality - capacity of a language to live, grow, and develop - depends upon various factors. Some of these are: social status, demography, and institutional support. Access to Information and communication technology in their own language is one of the ways to empower the people and enhance the vitality of a language.
LOCAL LANGUAGE COMPUTING APPLICATIONS
There is a huge untapped potential that needs to be explored by the government and the vendors to ensure successful use of local language computing applications. The local language computing sector requires a boost to encourage the use of local language computing applications among the masses. Some of the projects initiated by the government have failed primarily due to the lack of commercialization of technology and lax timelines for projects. Moreover, the majority of the players in the sector are mid-sized companies or educational institutions with limited financial muscle; hence they often tend to be restrained in terms of their research and development (R&D) spending on new technologies. The key to success lies in reducing redundancies and enabling positive amalgamation of ideas and sharing of knowledge among government institutions, academia and vendors. A collective and combined approach is required to generate adequate content. Machine translation and creation of lexware, dictionaries, and WORDNET also need a collaborative approach that can lead to a faster development and intelligent computer learning of the language. The Government of India has begun using local language applications in their departments. It is now very important for them to ensure that most of the software for workflow process and documentation systems is enabled in local languages.
INITIATIVES IN LOCAL LANGUAGE MARKET
Only 3 percent of the Indian population can speak in English while close to 40 percent of the Indian population speaks Hindi or one of its variants. Still, the medium of communication in higher education, judiciary, bureaucracy, and the corporate sector is English. Since English is the medium of interaction in IT systems too, structurally, such a situation aggravates the divide between segments of population that have access to computing and the ones that don't. To arrest this situation, an important step has come from the Ministry of Communication and Information Technology in the form of The Technology Development for Indian Languages (TDIL). TDIL has been mandated to bridge the digital divide by developing IT tools in local languages in India. Since 1991, TDIL has sponsored research in developing Indian language computing resources, processing systems, tools and translation support systems and localization of software for Indian languages. The other key initiatives have come in from development of Human-Machine Interface Systems and development of web centric applications. TDIL operates on a distributed innovation model through collaborations with 13 resource centers across India. Some of the notable milestones have come through CDAC, a collaborative partner of TDIL in form of GIST (Graphics and Intelligence-based Script) that has brought diverse users to employ local language IT tools. Applications have ranged from desktop publishing to sub-titles in TV broadcast in various Indian languages. A Local Language word processor, ‘LEAP' has brought desktop publishing to a large segment of population in a language they can communicate in naturally. In this Microsoft has also taken lead by launching Windows Xp enabled in local languages in year 2005. In addition in June 2005, National Knowledge Commission (NKC) has been created by government of India to take steps that will give India the ‘knowledge edge’ in the coming decades, i.e. to ensure that the country becomes a leader in the creation, application and dissemination of knowledge. Under this objective NKC has been entrusted with the task to promote literature and translation activities in Indian Languages. This may be considered as one of the most important steps by Indian Government to promote Translation and language activities in India, at the initial stage it involves a package to the tune of 2500 Million Indian Rupees. International vendors are yet to take off in a big way in terms of the application offering across different languages. IBM offers a Hindi version of Lotus Notes in India. Although there is abundance of Manpower, however, Indian Translators are less equipped with CAT tools stringent quality control process. However, in recent years it has seen many translators using CAT tools. CAT tools like TRADOS, SDLX etc. are very costly.
